Project on collection and utilization of the soil and groundwater pollution remediation fees

The modified Regulations Governing Collection of Soil and Groundwater Pollution Remediation Fees has been implemented for two years. Therefore, other than the constant investigation of the effectiveness in collecting the soil and groundwater pollution remediation fee and assisting on both the promotion of remediation fee collection system and collection operation, the key objective of the program also included proposing the planning suggestion for the demand of the subsequent funding, the refund system of the remediation fee, as well as the announcements for the charging methods and the rate adjustment. Moreover, the various economic impact and the package measures for the proposed adjustment plans and the modification plans are evaluated. The implementation result for the program is listed below: 1.The current situation of remediation fee collection is analyzed and accomplished a total of 548 cases (from 362 companies) of secondary review on remediation fee declaration, 39 cases of exporting refund applications, 41 cases of insurance refund, 25 cases of engineering refund, and 20 times of on-site inspection and analysis. 2.The remediation data of contaminated sites on Soil and Groundwater Information Management System (SGM) is analyzed that the parameters for estimating the remediation fee are revised. The demand for future remediation fund is estimated at around $2824.1 billion dollars. In addition, the remediation fee collection plans were proposed at which pointed out the affected and the most-affected industries, as well as an evaluation on the overall economic impact as the accordance for subsequent research budget. 3.Coordinated with the Environmental Protection Administration policies, a screening procedure for the new announcement items of individual substances and wastes is established. A fee collection program is proposed for the substances and wastes with soil and groundwater pollution risks.. 4.A transformation program for remediation fee refund system is proposed based on the analysis result of engineering insurance refund. The proposed program optimized the current engineering refund process with the opinions consulted from dealers, experts, and scholars, as well as a suggestion of incorporating green mediation engineering as the focal point for designing the future incentives. 5.Coordinated with the rate structure of remediation fee declared by the fee payers, a simplified solution for remediation fee declaration is proposed. The opinion from fee payers collected through questionnaires is investigated as references for the future administration in order to achieve streamline administration for the convenience to the public. 6.A total of three expert consultation meetings are completed with different themes (1) the transformation program for engineering and insurance refund system, (2) the discussion on the calculation of remediation cost and the scale of fund demand, (3) the establishment of credit guarantee system as well as the questionnaire on the adjustment on the declaration frequency of remediation fee, the electronic collection, and the engineering insurance refund transformation to be included as the reference for future law modification.
